We have a deep knowledge of agency rulemaking procedures. Simply expressing your policy preferences to an agency is not always enough to influence their decisions. When possible, communicating your positions to the agency in the context of the agency’s statutory legal obligations is more effective. Agencies pay much more attention when their decisions could be challenged in court for failing to comply with a statute.
